XXIII CCISUA General Assembly Held at ILO, Geneva

25-4-2008 | CCISUA, the Coordinating Committee of International Staff Unions and Associations of the UN System held its 23rd General Assembly from 21 to 25 April 2008 at the ILO Headquarters in Geneva. CCISUA is a Federation comprised of 15 unions and associations representing over 46,000 staff of the following organizations: ECA, ECLAC, ESCAP, ESCWA, FSU, ICTY, ICTR, ILO, UNESCO, UNHCR, UNICEF, UNIDO, UNON, UNOV, UNU.
Report of the President
Ms. Rita Ann Wallace (UNICEF GSA) recalled that following the resignation of the President in February 2008, the two Vice-Presidents were mandated to assume the leadership of the Federation. Despite the constraints and limited resources, CCISUA continued to actively participate in meetings and Working Groups. This has been crucial to promote and defend the interests of our members, and in drawing attention to developments affecting staff welfare. Ms. Wallace urged the membership to develop a realistic work plan for 2008-09, noting that the time had come for each member union and association to increase its contribution to the work of the Federation.
Work Programme 2008-09
Each delegation presented the achievements and challenges of their respective organizations, identified priority issues for their staff and the role for CCISUA at the international level. The highest priority issue was the impact of the US dollar devaluation on Salaries and Pensions. Security and Performance Management were also essential issues for the coming year. A Work Programme was established, with Working Groups and Focal Points designated for technical themes, including: Salaries, Pensions, Security, Communication, Training, Performance Management, Mobility, Legal Issues, and CCISUA-FICSA Coordination.
Global Developments in Public Service Unionism – Keynote by PSI
Mr. Peter Waldorff, General Secretary of “Public Service International” (PSI) – a global federation of 650 public sector trade unions representing more than 20 million workers in 150 countries – addressed the membership on promoting workers’ rights, social justice, and efficient and reliable public services. He noted that privatization of public services had increasingly led to problems in the services provided and there had been a tendency to reverse such privatization. With regard to results-based management, Mr. Waldorff suggested that unions were often wrongly told that such issues were “management prerogative” and thus not appropriate for dialogue with unions. HR strategies, procedures and systems only work where there was close cooperation between staff and management in their development. He underlined the importance of genuine partnership between management and unions on an equal level and said that the importance of this partnership should not be underestimated.
Exchange with the ICSC Vice-Chairman
The Vice-Chairman of ICSC, Ambassador Wolfgang Stöckl stated that following a retreat of the Commission held in 2007, the ICSC had concluded that “one size might not fit all” for different organizations based on their mandates, policies and needs. All concerned parties, including the staff, needed to work together to generate an understanding at the General Assembly that flexibility should be afforded based on specific needs. He recalled the friction that existed between CCISUA and FICSA in the 1990s, and welcomed the increased cooperation between the two Federations. The ensuing discussion addressed issues related to the weakening US dollar, whereby Mr. Stöckl agreed with the urgency of the issue, but warned that the impact varied from one country to another. On Hazard Pay, he assured the Assembly that DSS and ICSC collaborated closely and would promptly take action on the requests that had been received from CCISUA members.
Pensions
The representatives of the participants of the Fund to the ILO Staff Pension Committee (UNJSPB) provided an overview of relevant developments and exchanged views with the membership, particularly on the impact of the weakening US dollar and the proposed indexation of part of the Fund. The delegation said that the UN Pension scheme was complex even for those working inside the Fund, and that, while some ideas were emerging on how to mitigate the fall of the dollar, it was important that any proposed solutions do not put the overall system in danger. The staff representatives should aim at submitting proposals for consideration at the forthcoming Pension Board meeting in July 2008.
HIV/AIDS in the UN Workplace
UN Plus was established in March 2005 by a group of UN staff members living with HIV, to create a more enabling environment of all HIV positive staff members, irrespective of the level of disclosure of their HIV status. Ms. Bhatupe Mhango, Global Coordinator of UN Plus noted that confidentiality was most important and no matter what the staff member’s background, culture, belief or function, he/she will be listened to by people who are themselves living with HIV. CCISUA-FICSA Coordination
A delegation from FICSA participated in the GA, which included both the President, Mr. Edmond Mobio, and the General Secretary, Ms. Valérie Seguin. Both reiterated their Federation’s commitment to mutual collaboration in order to better promote and safeguard the interests of the staff of the Common System. To this end, the two Federations agreed that, while exploring all possibilities for coordination, up to and including a unified representation structure, they should continue to enhance cooperation on specific technical subjects. The first such initiative would involve a joint letter to be sent to the Secretary-General on the issue of the fall of the US dollar.
The continuing demands by the Member States for a more effective, efficient, coherent, and better-performing United Nations mean that the staff representatives have to remain proactive and forward-looking. The role of CCISUA in safeguarding the interests of the staff is more than ever important. For its part, FICSA is also clear in its vision that the threats to staff security and welfare were such that coherent and principled staff representation is indispensable for achieving results. Constructive cooperation is the best means by which both Federations can hope to defend and effectively promote the interests of international civil servants before the decision-making bodies. Both Federations remained committed to joint action on all issues of a system-wide nature.
Election of the New CCISUA Bureau
The General Assembly unanimously elected Mr. Christopher Land-Kazlauskas, Chairperson, ILO Staff Union Committee, as the new President of CCISUA. This was the first election under the amended Statute that removed the automatic entitlement to the Presidency which alternated between UNOG Coordinating Council and the New York Staff Union. Mr. Kris Tengpratip (ESCAP), Mr. Stefano Berterame (UNSU - Vienna) and Ms. Rita Ann Wallace (UNICEF GSA) were elected as First, Second and Third Vice-President respectively. The GA also renewed the mandate of Mr. Shuibao Liu (UNOG) as Treasurer.
